What is an NOC?

Imagine you have to relocate to a different state and you have to take your car along.  A No Objection Certificate, or NOC, is an important aspect in such a situation. It is nothing but an authorization letter for your car to be driven in the new state. It serves as a guarantee that your car is void of debt or legal obligations.

Importance of an NOC

An NOC is a mandatory document that you must carry wherever you drive your car or vehicle. The NOC proves no discrepancies with your car. It is illegal to drive your car without one. You can be penalized and levied a penalty if you do not possess an NOC for your car. Especially when shifting or transferring to another state from one.&

Each state in India has its own rules and regulations in terms of motor vehicles and their use. The NOC makes sure that your car abides by the laws in the new state you are in. It’s more like showing or proving legally that you know the law in the new city/state and are prepared to drive responsibly in the new community.

Types of NOC

There are several types of NOC depending on which part of the country you are in. The interstate NOC is applicable if you decide to relocate from one state to another. A re-registration NOC on the other hand, is required if there is any alteration in your address while staying in the same state. Additionally, a National Permit NOC is necessary if your journey crosses state boundaries and if the journey is for a short period. Making sure you have a valid NOC for your journey is mandatory legally throughout India.

Getting an NOC

The Regional Transport Office is responsible for issuing the NOC when applied. The NOC is compulsory to transfer ownership of the vehicle, get transferred to a new city or state, or simply cross borders of different states in your vehicle or car. The document holds much importance and you can get into trouble for not possessing one while driving. It is as good as not having a number plate on your car!

Procedure to Apply for NOC

  • Step 1:Go to the nearest RTO office.
  • Step 2: Get the appropriate forms for your NOC application. Fill out Form 28 handed over to you.
  • Step 3: Be precise and clear while filling out the fields.
  • Step 4: Submit your documents like your car’s registration, insurance, and any required pollution certificates.
  • Step 5: Pay the processing surges for your application for the NOC. It’s always a good idea to confirm the surges since different RTOs and states have different costs.
  • Step 6: In the process of verification, staff from the RTO will review your papers and perform a couple of checks to ensure everything is in order.
  • Step 7: Your NOC will be sent via email or by post. You could also collect the same at the RTO.

Interstate NOC and All You Need to Know!

A NOC permits you to transfer your car or vehicle from one state to another. It signifies that your car has no unpaid challans or road taxes. The paper clearly states that your vehicle has no pending dues with the regional RTO.

Other than relocation, you will need an NOC while buying or selling a vehicle in another state as well.

General RTO rules on NOC for interstate vehicle transfer

The NOC for you will be valid for 6 months once issued. Therefore, you must complete your vehicle’s re-registration before the NOC expires when transferred to the new state.

In case you bought your car on loan and are still paying the EMI for the same, you will require an NOC from the financier to get an NOC from the current RTO.

Re-registration Process of a Vehicle

Once you get the NOC from the regional RTO, you will be able to transfer your vehicle to the new city or state. You can complete the re-registration of the vehicle before the expiration of the NOC.

You have to find the regional transport office as per your residential location in the new state and initiate the re-registration process by submitting all the mandatory documents along with the NOC.

Documents Necessary for Interstate Vehicle Transfer

Here is a list of documents (along with NOC) required for vehicle transfer to a different state within India. You must keep all the necessary documents handy before approaching the RTO.

  • Copy of the original RC from the previous RTO
  • Valid NOC from the RTO where the vehicle was previously registered or Form 28 (3 copies)
  • Form 20 (Registration application for your motor vehicle)
  • Form 27 (Application for assigning a new registration)
  • Valid insurance (attested copy)
  • Address proof (attested copy)
  • Pollution Under Control (PUC) Certificate (attested copy)
  • A copy of the vehicle owner’s PAN Card or Form 60/Form 61

Detailed Process for Vehicle Registration Transfer from One State to Another

  • Step 1: Visit the RTO nearest to your new home address with all necessary documents, including the NOC obtained from the previous RTO.
  • Step 2: Submit all documents to the RTO officials for verification.
  • Step 3: Pay the road tax mentioned in the challan issued at the new RTO.
  • Step 4: An RTO official will inspect your car for verification and get the chassis number imprinted.
  • Step 5: Once the verification is complete, an RTO official will assign a date when you can obtain the new Registration Certificate (RC) for your vehicle.
